  • Job Description

    AIM AND PURPOSE OF THE JOB

    The purpose of the role is:

    • The post holder will support the College’s business to oversee, identify new and develop existing opportunities to ensure their successful achievement and completion within planned budgets and timescales.
    • To provide team leadership and be willing to deputise on behalf of the Head of Blended Learning at internal and external events and/or operational activities.
    • Working with the Head of Blended Learning and with the relevant academic and support directorates/departments support the identification and development of curriculum led digital product and service opportunities through commercial and other structural/investment funding.
    • To monitor the expenditure and outcomes/KPIs of project funding against targets.

    KEY ROLES AND ACCOUNTABILITIES

    • To provide dynamic and effective team leadership and management of the resources and quality of provision and ensure sound financial management and control of resources to deliver college development and delivery plans.
    • Collaborate with the Head of Blended Learning to manage the monitoring of funded projects in terms of achieving outcome and maintaining appropriate monitoring systems and procedures ensuring accuracy, provision of evidence trail, produced to auditable standard and to co-ordinate and liaise internally regarding all external project audit and monitoring visits.
    • Working closely with the Head of Blended Learning and the Blended Learning team to act as key external commercial lead for digital product and service development, liaising with relevant internal support departments e.g. sales, marketing and undertake the role of key account manager for successfully gained commercial or funded work, with customers until projects are started within the blended learning team.
    • Ensure contract viability through commercial evaluation and a full understanding of risks and liabilities, prior to presenting sales proposals, preparing fully for negotiations, to include identifying desired results and acceptable outcomes.
    • Project manage income generating activity, where required, carry out costing and pricing for commercial/full cost activity for proposals and tenders, adhering to the College’s policies and procedures and working with colleagues in finance in connection with these.
    • Working under the direction of the Head of Blended Learning to identify sources of government sponsored external funding, including tender opportunities and support the preparation, authoring and submission of bids or contracts to secure such funding which further develop the College’s digital product and services offer.
    • Work with the blended learning team to identify how to continually improve and enhance content using current and emerging technologies
    • Liaise with the marketing department on product and service development and promotion of the area and contribute to the promotion of the area through events, information days and webinars.
    • Liaise with the Finance departments to ensure all relevant data reporting is accurate and complete in a timely fashion.
    • Provide and manage robust quality assurance arrangements that at least comply with awarding body standards where accredited learning is supported and contribute to the preparation for external inspection processes such as Ofsted and awarding bodies.
    • Support the self-assessment and subsequent action planning process for the area.
    • Working with the Head of Blended Learning support monitoring of effectiveness and efficiency and quality of staff performance and, where appropriate, challenge underperformance in a constructive, supportive manner which brings about desired results.

    GENERAL ACCOUNTABILITIES

    • To commit to the safeguarding and promotion of the welfare of children, young people and vulnerable adults
    • To participate in the College’s Performance Management Scheme and attend such training events as are necessary to enable him/her to carry out the duties of the job description.
    • To continually improve teaching, learning and assessment through proactive CPD and sharing best practice.
    • To actively participate in the College’s Quality System, including quality improvement strategies and initiatives.
    • To undertake such other duties as may be assigned commensurate with the grade and purpose of the post.
    • To take reasonable care for the health and safety of him/her and for others affected by his/her work.
    • To actively support College Safeguarding, Equality and Diversity policies.
    • To operate/conduct all HR tasks and functions within the principles of GDPR.

    CONDITIONS OF SERVICE

    The appointment is subject to the Conditions of Service for Business Support Staff.

    All successful applicants will undergo the following checks:

    SALARY

    The salary range for this post is from £30,679 to £33,013 per annum.  Your starting salary will be dependent upon your qualifications and experience. Once you have successfully passed your probationary period, your salary will increase within the salary band on an annual incremental basis, until you reach the top of the salary scale. 

    HOURS OF WORK

    The hours of work will be based on 37 hours per week, 52 weeks per annum.

    ANNUAL LEAVE

    The post carries 25 annual leave days, plus eight public bank holidays plus a further five concessionary days as ‘leave to be taken at the Principal’s discretion’.

    After 2 years continuous service, your annual leave entitlement will increase to 30 days per annum.

    Please note that only in exceptional circumstances, with your Directors permission, will staff be able to take more than 3 consecutive weeks of leave in any leave year.

    PENSION SCHEME

    The College operates an occupational pension scheme, namely the ‘Local Government Pension Scheme’.

    PROBATIONARY PERIOD

    All newly appointed staff have to serve a 6 month probationary period.  During the probationary period you will have to attend the Corporate staff induction day, a Teaching and Learning Induction session if you deliver learning and additional mandatory courses on:  Equality & Diversity session, Prevent, GDPR, Safeguarding Training session and Health & safety training session.  Failure to attend these will prevent you from successfully completing your probation.

    REFERENCES

    All candidates have to have 2 satisfactory references.

    LOCATION

    The successful applicant will be based at our Worcester Campus, but may be required to work at other locations from time to time.

    VALIDATION OF QUALIFICATIONS

    The College will undertake qualification validation by writing to the appropriate educational institute.  Only those qualifications which are essential for the post will be followed up.

    CONTRACTUAL REQUIREMENT TO OBTAIN A QUALIFICATION

    If you are required toobtain a qualification as a contractual requirement, the College reviews its CPD budget on an annual basis regarding availability of funds, and cannot therefore guarantee that newly appointed staff will receive either part or full funding for the course fees.  However, student loan facilities are available.

    MATHS AND ENGLISH

    All staff are required to have a minimum level 2 qualification in both English and Maths.  If you are not already in receipt of one or both of these qualifications, you will be expected to obtain it (them) during your employment at the College.

    SAFEGUARDING

    The College is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults, and expects all staff and volunteers to share this commitment.  All newly appointed staff will be required to undertake safeguarding training during their probationary period. 

    Heart of Worcestershire College adheres to the Department of Education’s guidance on ‘Keeping children safe in Education’.  As part of your induction, you will be required to read and understand part 1 of this document.
